Following is repetition of Canton Telegram No. 170 of 29th August.

Begins.

Addressed to Embassy Shanghai. Repeated to Hong Kong telegram No. 90.

My telegram No. 161 paragraph 4.

Hong Kong Chamber of Commerce held meeting 25th August and voted that tax was objectionable and in their view illegal (a view shared they understood by United States Embassy).

2. In their opinion tax should not be paid by British subjects unless sanctioned by Central Government and collected by Chinese Customs without discrimination from all nationalities. On no account should separate provincial tax office have per- mitted operation in Hong Kong.

I had suggested to Chamber of Commerce collection by Customs at Kowloon (compare your telegram No. 55 to Chungking) which mayor agreed would be probably satisfactory.
